【摘要】:ThisEuropeanStandardspecifiesmethodsformeasuringtheend-to-endtransittimeofthedomesticandcross-borderprioritysinglepiecelettermail,collected,processedanddistributedbypostalserviceoperators.Itconsidersmethodsusingarepresentativeend-to-endsampleofalltypesofsinglepieceaddressedlettermail.End-to-endisdefinedasfromthepointmailisplacedintothecollection/acceptancesystemundertheresponsibilityofthepostaloperators,tothefinaldeliverypointundertheresponsibilityofthepostaloperators.Theoveralltransittimequality-of-serviceresultistobeexpressedaspercentageofmaildeliveredwithinJ+ndaysend-to-endaccordingtotheECpostaldirective.Thisqualityofserviceindicatordoesnotmeasurethepostaloperator'soverallperformanceinawaythatprovidesdirectcomparisonofpostalserviceoperators,anddoesnotincludeotherserviceperformanceindicatorsthanthoserelatedtotransittime.InparticularthisEuropeanStandarddoesnotmeasurewhetherthetimingofthelastcollectionofthedaymeetscustomer'srequirements.Itspecifiesasetofrequirementsforthedesignofaqualityofservicemeasuringsystemforsinglepieceprioritymail,involvingtheselectionanddistributionoftestitemsentandreceivedbyselectedpanellists.Thesampledesigngivesthespecificationsfortheitemtoberepresentativeoftherealmailflows.ThisEuropeanStandardrelatestothemeasurementoftheso-called"normal"servicesgiventoprivatepersons/householdsandbusinessesthatpostmailatstreetletterboxes,overthecounteratpostoffices,havepickupsattheirofficesorgivetheirmaildirectlyatpostalserviceoperatorssortingcentres.FortechnicalreasonsthisEuropeanStandardmaynotinallpartsbesuitableforthemeasuringofverysmallvolumesofmailandforoperatorswithlimitedcoverage.ThisEuropeanStandardisnotapplicableformeasuringtheend-to-endtransittimedistributionoflargebulkmailers'servicesandhybridmail,whichrequiredifferentmeasurementsystemsandmethodologies.ThisEuropeanStandardincludesspecificationsforthequalitycontrolandauditingofthemeasurementsystem.
